October 16, 2020 — Today, an official ceremony was held on the Yamal Peninsula to open the road across the bridge over the Pur River to traffic, in particular — the section of the motor road between Korotchaevo and Urengoy constructed with the financial support of Gazprombank.
The project envisions the construction of a 2.7km-long motor road, including a 1.023km-long bridge over the Pur River. Construction was implemented under a concession agreement signed on December 21, 2018, between Regional Infrastructure Company LLC and the Government of the Yamal-Nenets Autonomous District as a private initiative of Mostostroy-11 JSC. Financial closing took place in July 2019. The total budget of the facility amounted to RUB 9.6 bn, RUB 7.7 bn of which was provided by Gazprombank. The bridge was erected in record time — under two years, and without the involvement of budgetary funds.
The bridge crossing will provide year-round access to the region’s main road network to residents of the Purovsky, Tazovsky and Krasnoselkupsky areas of the Yamal-Nenets Autonomous District, as well as to oil & gas production enterprises operating in the east of the district. The bridge will replace a toll-pontoon crossing that failed to provide a smooth connection between the Settlement of Korotchaevo on the left bank and the Settlement of Urengoy on the right. Because of ice drifts and freeze-ups in spring and autumn, transport communication between the two settlements could often only be arranged with helicopters and aircushion vessels. Moreover, during the navigational season, the crossing frequently did not function because of the need to let vessels pass. The construction of a bridge crossing will also solve the transport-safety issues associated with the use of ice and pontoon crossings.
“The opening of the Pur Bridge is a historic event for Yamal that has been awaited for more than 40 years. A stable connection between the territories is essential for our district. We have built the bridge without a single ruble from the budget, using nothing but private financing. Moreover, all residents will be able to use it for free,” said Dmitry Artyukhov, Governor of Yamal.
“The Gazprombank team has extensive experience with large PPP projects, including those in the field of transport infrastructure. We are proud of our participation in the creation of a facility that will provide simultaneous year-round access to the mainland to the residents of several areas of the Yamal-Nenets Autonomous District and help build logistic chains for enterprises in the region’s oil & gas industry, thereby increasing their attractiveness as employers. It is particularly gratifying that this unique structure was put into operation nine months ahead of schedule thanks to the professionalism of the builders. I think that our productive cooperation with Mostostroy-11 and the Yamal-Nenets Autonomous District will continue in the form of other projects as well,” said Pavel Brusser, Executive Vice President — Head of Gazprombank’s Infrastructure Projects and PPP Department.
“Partnering with Gazprombank helped us construct a critical transport-infrastructure facility for the residents of the Yamal-Nenets Autonomous District in a remarkably short period of time. It is a vivid example of an efficient new model for interaction between the state, the business community and the banking sector,” commented Nikolai Russu, CEO of Mostostroy-11 JSC.
