Gazprombank plans to participate in financing the construction of a school in Khabarovsk
5 August 2021

Moscow, August 5, 2021 – Gazprombank and a consortium of the Strategy for the Future Foundation are planning to take part in the implementation of a project envisioning the construction of a school for 1,100 pupils in Khabarovsk (Stroityel Microdistrict).

The project, structured using the concession mechanism, is eligible for a federal subsidy under the state program “Developing Education.” The corresponding decision has already been adopted by the RF Ministry of Education. Pursuant to the terms of the program, the ministry is accepting applications for the federal co-financing of projects involving the creation of general-education institutions in different regions.

The set of documents was prepared on the basis of a template developed by the Bank for the implementation of social projects within the scope of RF Federal Law No. 115-FZ “On Concession Agreements.” The template eliminates the need to design a project’s structure from scratch and is intended to simplify the procedure for attracting financing at Gazprombank. The standardized product was created by subject-matter specialists at the Bank’s project finance and PPP unit.

“The implementation of socially-significant infrastructure projects through the concession mechanism is a high-priority task within Gazprombank’s business development strategy. The shortage of educational infrastructure – particularly in certain constituent entities of the Russian Federation – necessitates taking a more responsible approach to the implementation of such projects. Since 2016, we’ve taken part in the creation of 28 educational facilities at a cost of more than RUB 10 bln. We’re interested in creating educational facilities that meet the most modern requirements in the localities, and we’re not planning to rest on our laurels,” commented Pavel Brusser, First Vice President – Department Head, Infrastructure Projects and Public Private Partnership Department, Gazprombank.

“The problem of the shortage of classroom space in Khabarovsk Territory has been building for years. Today, the region has the greatest need for classroom space of anywhere else in the Far East. Thanks to its use of the PPP mechanism, this project will solve the problem for one of Khabarovsk’s most densely-populated microdistricts. Thanks to the proactive position taken by the regional government, we, as a business, are prepared to go to the region and join forces with Gazprombank in reinforcing its social infrastructure,” stressed Stanislav Neverov, General Director of the Strategy for the Future Foundation.
